Job Title: Offshore HSE Supervisor/Officer

Location: Worldwide

Job Description:

The Offshore HSE Supervisor / Officer is responsible for promoting and ensuring the highest standards of Health, Safety, and Environmental (HSE) performance onboard offshore vessels, rigs, and worksites. The role supports the implementation, monitoring, and continual improvement of the HSE Management System, ensuring compliance with company standards, client requirements, applicable legislation, and international standards. The position provides professional HSE guidance to site management and workforce, fosters a strong safety culture, and contributes to accident prevention and environmental protection initiatives.

Key Responsibilities

HSE Management and Compliance

  • Ensure effective implementation of Company HSE Management Systems, procedures, and standards onboard offshore vessels, rigs, and project sites.
  • Monitor compliance with applicable local legislation, client requirements, and international standards such as ISO 14001 and ISO 45001.
  • Provide specialist advice and support to management teams and workforce regarding HSE requirements and best practices.
  • Promote and monitor compliance with Life Saving Rules and other critical safety requirements.
  • Liaise with corporate HSE functions, project teams, clients, subcontractors, and site personnel on HSE matters.
  • Maintain and update HSE procedures relevant to offshore operations.

Risk Management and Operational Safety

  • Support and facilitate HSE Risk Assessments, Job Safety Analyses (JSA), and implementation of risk control measures.
  • Ensure safe work practices are applied across all operational activities.
  • Monitor the Permit to Work (PTW) system and verify its effective implementation.
  • Conduct workplace inspections and audits to identify hazards and ensure corrective actions are implemented.
  • Verify compliance of tools, equipment, and safety-critical systems used onboard and at offshore work locations.
  • Monitor subcontractor activities to ensure adherence to HSE requirements.

Training and Safety Culture

  • Deliver HSE induction programs, toolbox talks, campaigns, and safety training.
  • Promote a proactive safety culture through awareness programs, safety observations, and workforce engagement.
  • Communicate HSE standards, procedures, lessons learned, and safety bulletins to all personnel.
  • Coach and mentor site personnel in safe operating techniques and hazard recognition.

Incident Management and Reporting

  • Participate in or lead accident, incident, and near-miss investigations.
  • Assist in identifying root causes, determining corrective actions, and tracking their implementation.
  • Maintain accurate HSE records and reports in accordance with company procedures.
  • Monitor HSE Key Performance Indicators (KPIs) and prepare periodic reports for management review.
  • Identify safety trends and recommend preventive measures to improve overall HSE performance.

Environmental Management

  • Monitor environmental aspects of offshore operations and ensure compliance with environmental requirements.
  • Support waste management, pollution prevention, and hazardous material control programs.
  • Promote environmental awareness and sustainability initiatives onboard and at project sites.
  • Ensure appropriate environmental control measures are implemented and maintained.

Leadership and Coordination

  • Coordinate and guide the activities of HSE Officers and other HSE personnel.
  • Support vessel or site management in the planning and execution of HSE initiatives.
  • Monitor closure of HSE observations, audit findings, and corrective actions.
  • Act as the focal point for HSE matters during offshore operations and emergency situations.

Qualifications and Experience

Education

  • Bachelor's degree, diploma, or equivalent qualification in Occupational Health & Safety, Environmental Science, Engineering, or a related field.

Experience

  • Previous offshore experience in an HSE role within oil & gas, marine, offshore construction, drilling, or renewable energy sectors.
  • Experience in implementing HSE management systems and conducting risk assessments.
  • Experience in accident/incident investigation and HSE auditing is preferred.

Certifications

  • NEBOSH International General Certificate or equivalent.
  • ISO 45001 / ISO 14001 awareness or auditor training.
  • Offshore survival and medical certifications as required.
  • Incident Investigation and Risk Assessment training considered an advantage.

Reporting Line

  • Reports to the Offshore Manager, Vessel Manager, Project Manager, or Senior HSE Manager, depending on project organization.
  • May supervise HSE Officers and other assigned HSE personnel.

This version combines the strategic and supervisory elements of the HSE Supervisor role with the operational and field-focused responsibilities of the HSE Officer role, making it suitable for recruitment of either Offshore HSE Supervisor or Offshore HSE Officer positions.

What are we looking for?

Education: Master's Degree/bachelor’s degree

Experience: 3 years as a HSE Professional within Oil & Gas Industry Offshore Construction

Languages: English Language skills required

Technical Skills:

  • Previous offshore experience on board construction vessels
  • NEBOSH certified (owning NEBOSH IGC certificate or equivalent)
