Handover Dossier Preparation Specialist

Job Title: Handover Dossier Preparation Specialist

Location: Turkey

Job Description:

  • Define the index, structure, and boundaries for all system and subsystem Turnover Dossiers based on project specifications and the client’s completion philosophy
  • Gather and organize all multidisciplinary documentation, including structural, piping, electrical, instrumentation, and mechanical certificates
  • Integrate vendor packages and final As-Built drawings into the master handover structure

2. Quality & Mechanical Completion Verification

  • Review and audit Quality Works Dossiers, ensuring all non-destructive testing (NDT), hydrotest records, and inspection reports are complete and retrievable.
  • Cross-reference construction deliverables against the engineering Master Document Register (MDR) to ensure no scope gaps remain.
  • Ensure all strict preservation requirements and maintenance records for FPU equipment are properly documented prior to sail-away

3. Punch List & Systems Completions Tracking

  • Utilize Electronic Commissioning Management Systems (EDMS) to track system readiness and mechanical completion milestones.
  • Monitor punch list items and Carry Over Works (COW), accurately categorizing them (Category A vs. Category B) before certifying a system as ready for handover.
  • Participate in joint system walk-downs alongside construction supervisors, commissioning engineers, and client representatives

4. Interface & Stakeholder Coordination

  • Act as the main focal point between the Quality Control (QC) team, Construction, Commissioning, and Document Control departments.
  • Collaborate directly with the Systems Completion Lead and Turnover Manager to align dossier delivery schedules with sail-away and offshore integration timelines

Required Skills and Qualifications

Technical Competencies

  • Systems Completion Knowledge: Deep understanding of the specific stages of oil and gas asset transitions: Mechanical Completion (MC) → Pre-Commissioning → Commissioning → Operations Handover
  • Software Proficiency: Hands-on experience with completions databases (e.g., WinPCS, ICAPS, PIMS, or Saipem’s internal tracking tools) and Electronic Document Management Systems (EDMS)
  • Blueprint Reading: Ability to read and accurately interpret Piping and Instrumentation Diagrams (P&IDs), Electrical Single Line Diagrams, and Isometric drawings

Experience & Education

  • Education: Diploma or Bachelor’s Degree in Mechanical, Electrical, or Industrial Engineering
  • Experience: Minimum of 3–5+ years of dedicated completions, document control, or QA/QC engineering experience specifically on large-scale offshore upstream projects (FPU, FPSO, or Fixed Platforms)
  • Language: Fluent written and spoken English, as it is the standard language for global energy project contracts and technical documentation
