Purpose of the position: As Commissioning Supervisor you will be part of the Onshore Operations within Construction Activities.
Mission
▪ Perform technical tasks assigned by Project Commissioning and Operation Lead, related to the preparation of the pre-commissioning, commissioning, start up, test run, training and operation activities
▪ Interface with engineering disciplines, licensors, vendors and subcontractors
▪ Execute design activities relevant to QA and QC Certification, Fire Fighting System response and control, HSE system control, Integrated Control System development, Production Strategies development, Products Marketing Analysis, Maintainability and Inspection Criteria and Spare Parts Reliability for cost effective and safe operation in the relevant field of interest
▪ Provide engineering support when required
▪ Maintain continuous review of the Production Facilities operations
Tasks
▪ Ensure that all activities under own responsibility are done in full compliance with HSE requirements
▪ Provide support during Pre Start-up Safety Reviews (PSSR) meetings, HSE meetings, etc.
▪ Perform frequent safety/quality observations in field, report findings
▪ Support progress reports' preparation
▪ Provide support during execution of Pre-Comm., Comm., Start-up activities
▪ Identify solutions to techn. problems encountered during operations, which cannot be readily resolved by operations team on board, including also related HSE issues
▪ Coordinate root cause analysis investigations, prepare relevant reports for operational issues which affects HSE, systems availability and production
▪ Develop transfer of knowledge / relevant solutions (e.g. feedbacks on solutions assessing/developing how to implement same solution on other vessels)
▪ Along entire operations life of Production Facilities, provide technical overview of production activities, recommending solutions aimed to guarantee targets achievement, facilitating information exchange, coordinating/optimizing production resources
▪ Provide techn. coordination of operational issues with respect to Corporate Engin./Procur. depts
▪ Together with Asset Maintenance dept prepare/manage planning minimum shut down maintenance (budget, manning, materials, etc.)
▪ Manage change made to Production Facilities original design after commissioning/handing over to operations team
▪ Manage change coordination of entire design change process of process/equipment onboard, provide technical support, changes requirements (i.e. HAZID, HAZOP, Risk Assessment) with HSE dept
▪ During bidding phase, provide techn. assistance to Proposal Manager to consider all operational aspects
▪ During project execution phase of new leased Production Facility, provide technical assistance to Pre-Operations Manager /team
▪ Provide continuous techn. assistance to ensure a smooth transition from commissioning team, deliverables, activities (punch lists, marked-up engineering documents, energized/commissioned systems, etc.) to commencement of normal operations activities
▪ Review/comment operating manual/procedures
▪ Red mark / keep updated engineering documentations during commiss./operations
▪ Participate in regular updating procedures/standards to ensure that operations experience is incorporated
▪ Review HSE plan/procedures
▪ Review test run procedure/operating manuals
▪ Provides support in Precomm., Comm., Start up plans/procedures including operating instructions, System Dossiers, etc.
▪ Participate to design reviews (e.g. HAZOP, 3D model, Commissionability review meetings, etc.)
▪ Review commissioning spare parts/consumables list
▪ Prepare Purchase Requisitions/Techn. Evaluation under own responsibility
Offshore Scope
▪ Ensure full/accurate use of CMMS, validating WOs, maintaining equipment hierarchy, maintenance routines, spares
▪ Plan, schedule, issue look-ahead maintenance plans; coordinate with Operations, HSE, Logistics to secure resources/permits
▪ Manage vendors/OEMs offshore, ensuring scope clarity, schedule adherence, deliverables tracking, reporting
▪ Monitor/report maintenance KPIs (WO backlog, PM compliance, MTTR, MTBF, vendor performance)
▪ Conduct inspections, verifications, walkdowns; follow up on audit findings, implement corrective actions
▪ Lead/support turnarounds (scope, planning, resource readiness, execution, reporting)
▪ Optimize maintenance strategies (plans, frequencies, scope) based on asset condition, CM history, feedback
▪ Manage spares inventory with warehouse/procurement; ensure critical parts availability
▪ Drive reliability initiatives (RCFA, bad actor analysis, RCM workshops), support MOC processes
▪ Capture/implement lessons learned into CMMS, job plans, equipment strategies
▪ Align offshore execution with CMMS data for consistency in history, status, material use

Education: University degree or diploma in relevant discipline or equivalent
Background: Minimum of 5 year’s work experience
Languages: English, Arabic
Technical Knowledge:
Significant experience in a similar position on EPC Oil & Gas projects/ Refinery.
