Cost Controller - Project Based

The resource will support the implementation and effective management of the project cost control system for a road construction project in Romania, operating within the project controls function and under the supervision of the Senior Cost Controller assigned to the project. The role will be involved throughout the project lifecycle, with responsibilities covering budget set-up, Cost Breakdown Structure implementation, monitoring of commitments and actual costs, accruals, forecasting, reporting, cash flow support, and cost variance analysis.

The position will be based in Bucharest during the initial phase (6 Months) of the project and subsequently in Iasi according to project needs and execution requirements.

Main Responsibilities

  • Support the implementation, maintenance, and continuous alignment of the project cost control system, including Cost Breakdown Structure, budget allocation, cost coding, and cost tracking by key cost elements in accordance with the project set-up.
  • Ensure the timely collection, verification, reconciliation, and monitoring of budgets, commitments, actual costs, invoices, and accruals through the systems adopted within the project environment.
  • Analyze committed and actual costs, physical progress status, and Estimate To Complete in order to identify deviations from budget, adverse cost trends, and areas requiring corrective actions.
  • Prepare and issue periodic cost control reports, short- and long-term forecasts, and cash flow projections in support of the Senior Cost Controller and project management.
  • Interface with site, procurement, planning, accounting, subcontract, and project teams to ensure consistency between physical progress, commitments, invoices, and recorded cost data.
  • Support the management of contract changes and variation orders by collecting supporting documentation, assessing cost impacts, and ensuring the proper reflection of approved changes in project cost reporting.
  • Contribute to the monitoring of project cash flow and provide cost control input related to risks, opportunities, and contingency impacts within the infrastructure project framework.
  • Support the preparation of structured cost analysis and project reporting, ensuring effective interfaces with the Senior Cost Controller, project management, and relevant support functions.

Profile

  • Degree in Engineering, Economics, Finance, Construction Management, Business Administration, or a related discipline.
  • 3–5 years of experience in cost control, project controls in infrastructure, construction, or EPC projects.
  • Previous experience in the infrastructure sector, preferably in road construction projects, will be considered a plus.
  • Good understanding of budget set-up, cost reporting, forecasting, accruals, Estimate To Complete, and cost variance analysis.
  • Good knowledge of Microsoft Office tools, with particular focus on Excel; familiarity with STR Vision, SAP, and project cost control/reporting systems is considered an advantage.
  • Good analytical skills, attention to detail, communication abilities, and aptitude for working effectively within cross-functional teams in a structured project environment.

About the Role

The position is part of the project controls function within a road construction project in Romania and supports the implementation and day-to-day operation of the project cost control system throughout the project lifecycle. The role includes budget monitoring, control of commitments and actual costs, forecasting, reporting, cash flow support, accruals, change management, and financial control activities. The resource will work in close coordination with the project team and under the functional supervision of the Senior Cost Controller assigned to the project, ensuring alignment with the overall project structure and execution requirements.
